The software was developed for 32bit operating systems. It won't work in any of the 64bit versions of Windows that have been released. The compatibility mode doesn't help either, because I've tried to install it with Windows XP compatibility and it refused giving the same error.
You will need to install VirtualBox in Windows 10, and then Windows XP inside Virtualbox.
Can I use "KeyView for Lotus" to open a .lwp file and then save it as a .pdf?

No, this application doesn't have the Save feature implemented. As you can see, it's just a viewer that is capable of opening supported files. I've installed it on my PC and I didn't find anything related to Save or Print.
There was a situation when an application can be enhanced to save as PDF through Printing, but since that option is missing, the procedure can't be completed.
